When those in authority cannot account for the funds or monies entrusted in their care, society garnishes, polishes and camouflages it as embezzlement, misappropriation of funds, corruption, causing financial loss to the state, money laundering and so on. It is simply stealing in the real sense of the word and should be regarded as such. They ought to be called thieves for who they are.
